In Episode 3, the Federation continues to push it's exploration mandate, establishing bases and colonies both for scientific gain as well as in a bid to contain possible expansion from both the Cardassian Union and the Klingon Empire.

In Episode 2, the Federation establishes a presence at the Romulan doorstep by building a station and founding a colony in the Wolf 359 system. Also, First Contact is made with a far-traveling species, the Iyaarans.
